An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area on suspicion of robbery and assault and a woman, 23 was detained for suspected conspiracy to commit robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A three-year-old girl was among the injured during the incident. Five people went to hospital for medical care and have since been discharged.

Officers detained a man in his thirties on suspicion of robbery and assault close to the location. He has since been released under investigation while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT following reports of several individuals injured by a noxious substance thought to be an irritant spray.

The attack - an event that police said was isolated and not being treated as terrorism - resulted in train delays and the partial closure of the main airport tunnel and the T3 car park for a short time.
